Government publishes new guidance on Martyn’s Law

On 15th April, the Government published new guidance to support businesses as they prepare to implement Martyn’s Law.

New guidance sets out clear steps for businesses

These include smaller premises such as schools, which host 200 – 799 people, and larger premises or events where 800 or more people will be present. It asks smaller premises to ensure evacuation routes are in place and that staff know how to quickly implement a lockdown. They must also know how to communicate in an emergency.

Larger premises will have to take extra steps, such as implementing bag checks, CCTV or vehicle checks where appropriate.

Required procedures include:

  • Evacuation: A safe exit of the premises 
  • Invacuation: Moving staff and pupils to a safe, secure area 
  • Lockdown: Securing the premises against attackers 
  • Communication: Alerting staff, pupils and visitors of the procedures

This latest update gives practical advice and clear instructions to affected premises, on how they can meet the act’s requirements. It is designed to explain these requirements in a way that is easily understandable for all and it provides illustrative examples to help premises fulfil their obligations.

Guidance marks major milestone in the law’s implementation

Security Minister Dan Jarvis commented: “Martyn’s Law will help to save lives by making sure venues are ready to act if the worst happens. Today’s guidance is a significant step toward turning the law into action, giving organisations clear, straightforward advice to protect the public. I pay tribute to Figen Murray, whose dedication was instrumental in bringing this landmark law into existence.

Figen Murray, mother of Martyn Hett (after whom the law is named), said: “This represents another significant milestone for the Martyn’s Law campaign and will provide the clarity for venues and events within scope to begin to implement proportionate measures set out within Martyn’s Law. We must now ensure everyone is aware of what is required and to make public spaces more secure from the impact of a terrorist attack, so no family has to endure the lasting pain that mine and 21 others have gone through.”
