What do you need to include in a lockdown plan?
Firstly, carry out a risk assessment to identify every single threat which may have an impact on your facility. Include a consultation with legal and safety teams, to make sure that you maintain and manage compliance with safety legislation. There will be specific rules to follow depending on the materials and machinery your factory uses. Your plan must cover procedures on how to secure the building or zone against internal and external threats. You must identify safe areas for people to move to, and protocols such as locking doors or windows. Appoint named team members who are authorised to initiate (and cancel) the alert and implement the plan. There must always be someone who can do this, during both day and night shifts, all year round.
You must create a clear way of raising the alarm. This should not be the same as your shift start-and-end bells, or the fire alarm. It needs to be distinct and instantly recognisable so that staff know that they are going into lockdown, not to lunch.
And finally – you must make sure all staff are fully trained in the lockdown procedures and test them regularly. It may be a great plan on paper, but it is of no use if no-one understands it, remembers it or can carry it out.
Your lockdown plan could look like this: six areas to cover
Of course, a lockdown plan must be tailored to your factory’s needs. One size does not fit all; plans will differ depending on the factory’s size, number of staff, location and what it produces. For that reason, it’s difficult to provide a definitive template.
However, a plan would typically comprise the following areas:
- A risk assessment to identify and understand the types of threat and hazard present in your facility
- Definition of roles and responsibilities – who is responsible for each task in an emergency? Who is the back-up if this person is on holiday or ill? If possible, name individuals for maximum clarity
- Protocols and procedures to follow in an emergency, including securing the area, activating and cancelling the alert/s, calling for emergency services
- Confirmation of assembly areas – where will people gather or evacuate to, depending on the nature of the lockdown?
- Processes for communication, training and drills to ensure that all staff know what to do. Remember you may have visitors to the factory at the time who will not know the procedure; ensure they are considered in the plan
- Steps for refining and improving the plan after an incident or a drill, so that it continues to meet your needs
